We are thrilled to announce that Kevin Butterbaugh, MLA, is joining Scout as a Senior Consultant. Kevin brings 35 years of experience in the planning, design, and environmental industries. Based in Honolulu, Oahu, Kevin’s extensive experience in Hawaii, the broader Indo-Pacific region, and the northwest U.S. will be invaluable as we continue to expand our services and presence in these key areas.
Kevin’s impressive career spans both public and private sectors, where he has made significant contributions in master planning, environmental planning, and resource management. One of his primary roles over the past 16 years was as the Deputy Program Manager for the Naval Facilities Engineering Systems Command Pacific (NAVFACPAC) unrestricted A/E Environmental Planning IDIQ contract. During his tenure, Kevin oversaw the successful execution of more than $100M in environmental planning services contracts, showcasing his leadership and expertise in large-scale, multidisciplinary projects. Kevin will be instrumental in supporting Scout’s Indo-Pacific and Western U.S. projects, as we continue to provide exceptional services to our clients and teaming partners.
Master Planning and Resource Management
Kevin’s leadership in master planning and resource management is extensive. He has developed comprehensive resource management policies and plans for federal, state, and local agencies, and managed multi-year, multi-million-dollar contracts for clients like the U.S. Navy, U.S. Fish and Wildlife Service, and U.S. Bureau of Reclamation. His work in crafting comprehensive conservation plans and resource management plans has made a lasting impact on sustainable development and environmental conservation efforts.
Environmental Planning and Compliance
With decades of experience in environmental planning, Kevin is highly skilled in writing state and federal environmental compliance documents, including environmental assessments (EAs) and environmental impact statements (EISs). His work has ensured NEPA compliance for a variety of significant projects, such as the Marine Corps’ Guam Relocation EIS and SEIS, Pearl Harbor Naval Shipyard Dry Dock and Waterfront Facility EIS, Waikiki War Memorial Complex EIS and the Kakaako Mauka Area Plan Update EIS. Kevin has also led visual resource assessments and recreational carrying capacity studies, contributing to environmentally sound and compliant project planning.
Public and Stakeholder Involvement
Kevin is a trained facilitator with extensive experience in public and stakeholder engagement. His leadership as Chairperson of the Kailua Urban Design Task Force (a local non-profit) from 2016 to 2023 reflects his commitment to involving communities in planning projects. He has facilitated numerous public meetings, ensuring transparent and collaborative communication with stakeholders throughout the planning process.
Project Management
Kevin’s project management expertise is second to none. As the former Deputy Program Manager for NAVFAC Pacific’s AE IDIQ contract for Environmental Planning, he coordinated numerous projects, managing EAs, EISs, master plans, and resource studies. His ability to lead multidisciplinary teams of specialists, including biologists, archaeologists, engineers, and geologists, has been key to the success of many complex and impactful projects.
Geographical Expertise Across the Indo-Pacific and Beyond
Kevin’s extensive experience spans a wide range of geographies, from the U.S. mainland to remote locations in the Indo-Pacific region. His work has taken him across Hawaii, Washington, Oregon, California, Idaho, Nevada, and Utah, where he has contributed to numerous master plans and environmental assessments. Overseas, Kevin has played key roles in managing environmental impact statements and master planning for military initiatives in Guam, cultural landscape studies in the Northern Mariana Islands, and sea level rise studies in Diego Garcia and the Pacific Missile Range Facility on Kauai. His expertise also extends to projects in Australia, Yap, Palau, and Tinian, where his leadership in environmental planning has supported both defense and conservation efforts.
Kevin’s wealth of knowledge and experience in master planning and environmental planning will be a tremendous asset to Scout. We are excited to have him as part of our team as we continue to expand Scout services in the Indo-Pacific and beyond.
